Heck, if you gonna compare XIV in it's first release then technically speaking, XII is XIII's first release and it took SNK 2 years and it's still "unbalanced" nonetheless given the state it's now. XIV also kinda have that but you can't deny when you've more characters doing different stuffs than whatever XIII was doing in it's prime time. To me, numbers of characters getting played is nothing but an illusion in XIII because almost everyone were doing the same shit so it doesn't even matter if the whole cast got played in XIII. It's not a fair comparison in the first place when you compare a game with mostly the same old cast with a game with a lot of newer characters. Which is a good thing btw, cant let the new faces beat experienced seasoned KOF players who put the work in. The entry barrier is lowered but to actually get good in XIV is as hard as any other KOF for its own reasons. Both XIII and XIV going off the data are roughly the same balance wise, but if things are left alone it will 100% gear towards a set team and an army of Benimaru's. XIII Climax came out in the same year but that was arcade exclusive at the time. History repeats itself and XIV was in an even worse state before the 3 updates it had while XIII only had 1 and that was with the console release. There were 5 Benimaru's and 2 Iori's in XIV, over in XIII 2012 there were 5 Kims and 2 Iori's.
